The restoration took 19 months, transforming it into a hive of activity that still serves as the headquarters of a thriving law firm 25 years later. The rebirth of the Clark Building was the tipping point to many City Center renovation success stories that followed.

The Power of Public-Private Partnership: Operation New Birmingham (ONB)

Another force catalyzing downtown’s revival was Operation New Birmingham (ONB), a unique public-private entity focusing on city center resurgence. ONB has been instrumental in pushing many stalled projects, including the much-debated Railroad Park, to fruition. The introduction of a nationally acclaimed urban park architect and subsequent persuasion of city officials amplified the game-changing potential of the park, attributing to the city’s vitality.

One monumental shift came by way of relocating minor league baseball teams back to the city center. The renovations throughout the city center played a significant role in enticing the Birmingham Barons owner into considering a move back to downtown Birmingham.

City Center Security: A Safety Perception Revolution

A significant impediment in promoting urban refurbishment was the perceived insecurity in the city center. To counteract this unfounded fear, visionaries saw the need for a security presence to reassure citizens of their safety. A uniformed, unarmed security force named CAPS was established to patrol the City Center, aiding both its residents and visitors. The game-changing move significantly shifted the perception of safety and contributed to the resurgence of the downtown area.

The Silent Catalysts: Driven Individuals Behind-the-Scenes

Among the many contributors to this urban renewal, some individuals worked steadily behind-the-scenes. They bridged relationships between city hall and city center leaders, facilitated trust-building, and encouraged open dialogue on the issues affecting downtown Birmingham. Without their united efforts, this growth would not have come to fruition.
