During his time in the Special Enforcement Division, Foster managed various critical units, which included the Vice/Narcotics Unit and the Federal Task Force Officers. He has undergone extensive training, holding certifications in both basic and advanced special weapons and tactics (SWAT), the National Incident Management System, as well as undercover and fugitive operations.

A proud Birmingham native, he graduated from Wenonah High School and pursued further education in criminal justice, earning his degree from Oakland City University.
